Finalize After Deadline
After 3 days, anyone calls Finalize (gas only). Proposals do not auto-close, so someone must push the button.
Event Fires on Pass
If votes FOR > AGAINST and quorum is met, a random world event fires on-chain in the same transaction. No backend needed.
Marked Executed
Off-chain follow-through (new template, treasury payout, and so on) is recorded and the proposal is marked Executed.
